Low-slope roofs almost never fail in the middle of the field, which is exactly why people struggle to find the leak. Water gets in at the details: the seams between membrane sheets, the curbs around rooftop mechanical units, the flashing where the deck turns up a parapet wall, the drains and scuppers, and the penetrations for vents and conduit. Water then travels along the deck under the membrane, sometimes a long way, before it finds an opening into the building. That is why the stain on the ceiling tile is a poor guide to where the problem actually is, and why chasing it with sealant from below accomplishes nothing.
The question that determines cost is whether the insulation under the membrane is wet. Saturated insulation board keeps water inside the assembly, so a surface repair over it holds for a season and then reappears, and the roof loses its thermal value in the meantime. We cut a test opening and look. If the insulation is dry, repairing the failed detail is genuinely the right answer and we will do it. If the assembly is wet across a large area, patching is spending money to postpone a decision, and we will show you what we found rather than argue about it.
